It was noted that a number of incidents have occurred in China, where ports have refused to receive delivery of ships wastes. It is likely that the refusals are a consequence of new environmental laws in China which ban the import of foreign garbage for which China has become a repository in recent years.

The refusal by Chinese ports of waste deliveries from ships is a significant concern to industry and appears to contravene fundamental requirements of MARPOL. The provision of clear examples of non-compliances and refusals of waste deliveries will be invaluable in demonstrating the scope and seriousness of the problem.

As such, all Masters or Owners are requested to report any such incidents to their Flag Administrations, using the format provided at their Garbage Management Plans or provided by FA.  Furthermore, all efforts should be made through the Flag State to ensure that port reception inadequacy reports are recorded in the IMO GISIS website.
